The contracting authority accepts the following methods of submitting bids:
- Electronically in text form
Bids must be submitted electronically via the DTVP (German Procurement Portal) by the deadline.

To comply with the written form requirement under Section 126b of the German Civil Code (BGB) when submitting bids, bidders must provide the following information:
- For natural persons, the full name must be provided (Section 12 BGB).
- For legal entities and business partnerships (§ 17 BGB), the company name and legal form must be provided. In addition, the full name of the employee submitting the bid on behalf of the company must be provided. Simply including a company logo is not sufficient.
- For bid consortia, the above
information must be provided for each individual bidder.
Please note that the written form requirement of § 126b BGB under public procurement law is only met if the applications for participation or bids are transmitted in encrypted form. An email is not sufficient.
Bids containing incorrect or incomplete information that violates the written form requirement under § 126b BGB will be excluded.

Please note that in the event of any parallel applications for participation or bids from affiliated companies, the principles of confidential competition must be observed; proof must be provided-at the latest upon request by the contracting authority-that a strict separation in terms of personnel, organization, and structure was ensured during the preparation of the participation application and bid documents (see, e.g., Higher Regional Court of Düsseldorf, Decision of April 13, 2011, VII-Verg 4/11; VK Münster, Decision of April 22, 2015 - VK 1-12/15).

Note: If any of the required forms are not submitted in the proper form or by the deadline, this may result in the exclusion of the bid.
The contracting authority may request missing or incomplete documents; however, bidders cannot rely on such a request being made.
Failure to provide the required documentation by the deadline will result in disqualification.
