Price criteria for "Preis-Quotient-Methode"

The explanatory notes will be evaluated by the relevance, level of detail and completeness.
1) The bidder shall submit useful conceptual sketches and/or descriptions of technical concepts for the following design features and the fulfilment of requirements:
a) Reproducing and maintaining the coaxiality and straightness of the warm bore relative to the common QPU main axis (for details see F-DS-SCM-en-CR_0021, section 4.2.1, paragraph 2 to 4)
b) Mechanical design of the Feed Box and End Box Connectors (for details see F-DS-SCM-en-CR_0021, section 4.2.1, paragraph 6, section 4.2.2
c) Mechanical design of the cryostat bore (for details see F-DS-SCM-en-CR_0021, section 4.2.1, paragraph 7, section 4.2.2)
d) Mechanical design of the couplings between cryostat bore and Connectors (for details see F-DS-SCM-en-CR_0021, section 4.2.1, paragraph 7, section 4.2.2)
e) Electrical heater system with special attention on temperature homogeneity and redundancy (for details see F-DS-SCM-en-CR_0021, section 4.2.1, para-graph 9).
f) planned material for the Cryostat bore, especially the warm bore and the cold bore (glass fiber composite expected)
g) planned material for the couplings between the warm Cryostat bore and the connectors (glass fiber composite expected) - Technical Concept

The bidder shall submit a procurement concept and expected time range for procurement of key components, especially the cryostat bore, the connector as-semblies and the heater circuit and controller. Expected is a procurement time of less than 4 month. A time of more than 6 month is not acceptable. - Component procurement

The bidder shall submit a dedicated form for the project time schedule as de-tailed as possible, according to the estimated schedule of FAIR (see Appendix 10, Schedule). Expected is a finalization of the project within less than 12 months. Between 13 and 14 months will be evaluated still satisfactory. A time of more than 14 month is not acceptable. - Delivery Plan

III. Description of reference projects (Mit dem Angebot; Mittels Eigenerklärung): Description of three comparable reference projects, including the project data asked for on the FAIR preprinted form.

With the following minimum requirements for the references: The bidder's offer will only be accepted if the following experience is proven beyond doubt by means of a detailed description of at least 3 references from the last 5 years:
a) Experience in design, development and manufacturing (or on-site moni-toring of the manufacturing process) of cryogenic systems.
b) Experience in development and manufacturing of cryostat systems made from GFK materials (fiberglass reinforced plastic)
c) Experience with temperature control and such control systems in the low temperature range (down to 4 Kelvin)

IV. Self-declaration of suitability pursuant to Sections 123, 124 GWB (Mit dem Angebot; Mittels Eigenerklärung): Self-declaration of possessing the knowledge pursuant to Sections 123, 124 GWB is incorrect and that the cases mentioned therein do not apply - FAIR preprinted form

IX. Russia sanctions - Declaration on Regulation (EU) 833/2014 (Mit dem Angebot; Mittels Eigenerklärung): On 08.04.2022, the Council of the European Union adopted Regulation (EU) 2022/576 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. This entered into force on 09.04.2022. As a regulation, it has direct legal effect in the member states and has a direct impact on the award of public contracts and concessions.

V. Act Regulating a General Minimum Wage (Mindestlohngesetz - MiLoG) (Mit dem Angebot; Mittels Eigenerklärung): Declaration as per Section 19 (3) MiLoG - FAIR preprinted form

VI. Proof of compulsory commercial/professional liability insurance (Mit dem Angebot; Mittels Eigenerklärung): Information about the insurance provider and the amount of coverage on the FAIR preprinted form

VII. Bidding consortium (Mit dem Angebot; Mittels Dritterklärung): BGB company with joint and several liability with listing of all members and their authorised representatives incl. naming of an authorised representative who shall represent the consortium in a legally binding manner vis-à-vis the Contracting authority. The tender must be accompanied by a legally binding declaration signed by all joint members that the lead firm, as authorised representative, represents the joint members listed before the Contracting authority and is jointly and severally liable, having an effect on each member, for performing the service in accordance with the contract.

XI. Self-declaration of compliance with standards in the style of ISO 9001 (or equivalent standard) (Mit dem Angebot; Mittels Eigenerklärung): Respect standards in the style of ISO 9001

XVI. Sub-contractor Declaration (Mit dem Angebot; Mittels Eigenerklärung): Only to be completed if partial services are to be passed on to sub-contractors or if the applicant/bidder is using a sub-contractor to demonstrate suitability. In this case, this must be submitted with the request to participate/the offer. A declaration of availability (see Declaration of Availability form) from the sub-contractor must also be submitted with the request to participate/the offer in case of hired competence. In case of partial performance by the sub-contractor, the declaration will be requested before the award of the contract.

XVII. Declaration of Availability - Sub-contractor Declaration (Mit dem Angebot; Mittels Eigenerklärung): Only to be completed in parallel with the "Sub-contractor Declaration" and signed by the sub-contractor if partial services are to be passed on to sub-contractors (performance by sub-contractor) or if the applicant/bidder is using a sub-contractor to demonstrate suitability (hired competence - see Sub-contractor form). In the event that more than one sub-contractor is being used, several copies of this form should be filled out. One declaration of commitment should be submitted per sub-contractor.

XVIII. Further bidder information - EU wide tendering procedures (so-called eForms) (Mit dem Angebot; Mittels Eigenerklärung): In the context of the introduction of new stipulations for EU-wide tendering procedures (so-called eForms), public clients have been required since 25 October 2023 to publish the contractor information listed in any contract notices (previously contract award notices).
Against this backdrop, must be provided for each bidder and each member of a bidding consortium the information listed on the relevant form with the proposal or the participation application in the case of a preliminary participation contest.
