DEval is looking for a local consultant to support the evaluation of the promotion of anti-corruption by German development cooperation in Moldova. The overall objective of the case study is to analyze the effectiveness of German development cooperation"s support to prevent and reduce corruption in Moldova during the period from 2020 to 2025, in accordance with the OECD's evaluation criteria. Field work for the case study will take approximately one week. DEval is looking for a local consultant to prepare, implement, and follow-up on the case study on behalf of DEval.

Please note:

1. For the performance evaluation, a written brief text with the following content must be submitted together with the offer and other relevant documents: Please describe the context of Moldova and the anticorruption measures undertaken by the government (as well as support by donors to these measures) and their (plausible) impacts (max. 2 pages, font size 11).

2. For price calculation, the calculation spreadsheet must be completed in addition to the file "Leistungsverzeichnis" (= price sheet). This is necessary so that you can calculate your travel expenses based on our specifications and we can verify your calculation.

3. The evaluation of the price shall be based exclusively on the entries in the document "Leistungsverzeichnis.xlsx" submitted with the tender; any additional information to be provided directly in the tool provided by the awarding platform shall not be taken into account.

4. Since DEval is not subject to value-added tax (VAT), the reverse charge tax mechanism does not apply. If the contractor is liable for VAT, they are responsible for paying it in their own country.
