The Goethe-Institut e.V. plans to procure a Framework contract for consulting services in the field of proposal development for EU-funded projects according to the German Commercial Code (HGB) for the financial years 2025-2029 of the Goethe-Institut e.V.
A detailed description of the required service can be found in Appendix A "Description of Tasks".
Description of tasks and services- Development of full written drafts (in English or other languages, as required) of project proposals (Grants and Contribution Agreements) complying to the terms of reference and respecting the interest of the contracting authority- Initial analysis of the terms of reference, including call documents and action docu-ments, as well as independent advice on the proposal structure- Development of a well-structured, efficient work plan- Development of Intervention Logic and Logical Framework- Independent conducting of background readings, putting forward ideas and develop them further following on input and validation provided by the contracting authority - If applicable, participation in consortium meetings- Visualization of data (e.g. Graphics, Gantt Charts) - Development or assisting with budgeting - Proofreading of the final text- Revision of project description after feedback from contracting authority- Call specific training to enable the project team to independently write proposals

The offer with the lowest price receives the full score of 30. All other offers are linearly interpolated in such a way that the ratio between the lowest price and the price offered is multiplied by the maximum achievable score (100); the following formula therefore applies: Lowest price / bidder's price x 100 = maximum achievable score.

The procedure for violations of this award regulation is based on the provisions of §§ 155 et seq. of the Act Against Restraints of Competition (GWB). To observe the deadlines, reference is made to §§ 160 et seq. GWB. A review request is particularly inadmissible if: 1) the applicant has recognized the complained violation of award regulations in the award procedure and has not raised it with the contracting authority within a period of 10 calendar days, 2) violations of award regulations that are identifiable from the announcement are not raised with the contracting authority at the latest by the expiration of the deadline specified in the announcement for submitting bids, 3) violations of award regulations that are only identifiable in the tender documents are not raised with the contracting authority by the latest expiration of the deadline for submitting bids, 4) more than 15 calendar days have passed since the receipt of the contracting authority's notification that it does not intend to address a complaint.
The opening of the bids takes place according to § 55 para. 2 sentence 1 VgV. Bidders are not allowed to attend the opening of the bids according to § 55 para. 2 sentence 2 VgV.
Some missing bidder documents may be submitted after the deadline at the discretion of the awarding authority.
Please note: The terms specified in the eForms form regarding the exclusion grounds are not decisive. The question of excluding offers is governed by applicable German procurement law. Please refer to item 5.1.9 of this announcement regarding the declarations and documents to be submitted.
In the case of suitability borrowing (= utilizing the expertise or performance capability of a subcontractor or other third party), the bidder must provide a binding declaration of commitment from the respective company that the resources will be made available to him or that the third party will execute the service (§ 47 para. 1 VgV), as well as a declaration of joint liability of the bidder and the other company for the execution of the contract in accordance with the scope of the suitability borrowing (Form sheet Annex B4). Each company whose capacities the applicant wants to use for the fulfillment of one or more suitability criteria must also submit the following declarations (requirements for companies): - Declarations according to Annex B5 (Declarations regarding the absence of exclusion grounds). Proof of the suitability of the company whose capacities the bidder wishes to utilize for the fulfillment of one or more suitability criteria, in relation to the suitability criteria according to the scope of the suitability loan.
Academic education: - Master's degree, or in absence, a Bachelor's degree or equivalent diploma followed by at least 5 years of relevant post-graduate professional experience
Professional experience:- Minimum of 3 years of post-graduate professional experience in the development of EU-funded project proposals (to be indicated in Annex: Reference Projects, page 1). - In addition to good knowledge and understanding about the arts and culture in gen-eral, the following sectors will be considered as relevant: - Public and Cultural Diplomacy - International Cultural Relations - Political Cooperation - Strengthening of Civil Society, Civic Tech, Active Citizenship - Culture and Creative Industries - Formal and Non-Formal Education, including teacher training - Youth- Media (Literacy)- Proven professional knowledge and understanding of the European Union and its funding programmes Methodological expertise: - Proven experience in the development of Logical Frameworks ("logframes") in line with EU requirements- Proven experience in the development of budgets of a minimum of 2 million EUR
Language skills- C1 level of spoken and written EnglishTeamwork skills- Experience to successfully collaborate with people from different backgrounds and across time-zone and borders.
4.
