The international research facility FAIR (Facility for Antiproton and Ion Research) is currently under construction at the GSI Helmholtz Centre for Heavy Ion Research. This project requires numerous different types of detectors for beam diagnostics, including ionization chambers and secondary electron emission monitors. A key component of the design for these detector types is the current-to-frequency converter (IFC), which is used to measure current signals in the nano- and microampere range. The required systems are distributed across the various accelerator facilities on the FAIR campus. Prototype versions of the IFCs have been in use at GSI for some time. As part of this call for proposals, the IFC hardware is to be gradually further developed for the FAIR parameters and, in a second step, produced in series. Under this call for proposals, the IFC hardware is to be further developed in stages to meet the FAIR parameters and, in a second phase, put into mass production. The IFC devices including power supply crates are to be offered in accordance with the specifications.

The current-to-frequency converters consist of the device electronics housed in a sturdy enclosure and the corresponding power supply.

Candidate/ Bidder is requested to clearly identify those sections of the tender that contain a trade or business secret. If Bidder fails to do so, the Public Pro-curement Tribunal may, in the case of a review procedure, assume that Bidder has agreed to have these documents inspected (§165 para. 3 GWB). As Awarding Authority, FAIR is obliged to make the tender file available to the Public Procure-ment Tribunal immediately when initiating a review procedure (§ 163 para. 2 cl. 3 GWB).
Candidates/ Bidders have a right to expect the contracting authority's compliance with the Bidder-protecting provisions re: the tender procedure (§ 97 para. 6 GWB). If Candidate/ Bidder interested in the contract considers that Bidder's rights have been infringed through failure to comply with award regulations, the infringement must be reported to FAIR within ten calendar days (§ 160 para. 3 cl. 1 no. 1 GWB).
Infringements identifiable on the basis of the announcement or the award doc-uments must be asserted against FAIR within the deadline for submission of ten-ders specified in the announcement (§ 160 para. 3 cl. 1 nr. 2 - 3 GWB).
If FAIR informs Candidate/ Bidder that FAIR is unwilling to redress its complaint, it is possible to file an appeal for review with the aforementioned Public Procure-ment Tribunal within 15 days of receipt of the notification (§ 160 para. 3 cl. 1 no. 4 GWB).
Bidders whose tenders are not to be considered for the award will be informed prior to the award according to § 134 GWB. A contract may only be concluded 15 calendar days after this information has been sent by FAIR. In the case of trans-mission by fax or electronic means, this period shall be ten calendar days. It commences on the day after dispatch of the information by FAIR. After this peri-od has expired, a surcharge is possible, even if the deadline is not passed accord-ing to § 160 para. 3 GWB. An application for review would therefore have to be delivered to FAIR by the Public Procurement Tribunal before the expiry of the deadline according to § 134 GWB in order to prevent a surcharge.
According to § 135 para. 1 and 2 GWB, the ineffectiveness of a commission can only be established if it has been asserted in the review procedure within 30 cal-endar days of the conclusion of the contract but not later than six months after the conclusion of the contract. If the contracting entity has published the award in Amtsblatt der Europäischen Union [transl.: Official Journal of the European Union], the period unenforceability shall end 30 calendar days after announce-ment of the publication of the award in the Amtsblatt der Europäischen Union.

The contracting authority accepts bids exclusively in electronic form in text format.

Please note that, in the case of electronic submission, the "text form" requirement under Section 126b of the German Civil Code (BGB) in public procurement law is only met if the bids are transmitted in encrypted form via the procurement platform (see the APPENDIX "Information on e-Procurement" and URL: http://www.dtvp.de/Center/).

Submitting a bid via email is not sufficient.

In the event of incorrect or incomplete information that violates the written form requirement under Section 126b of the German Civil Code (BGB) during electronic submission, or that fails to meet the above-mentioned formal requirements during submission in paper form, the bids will be excluded, unless the bidder is not at fault (Section 42(1)(1) of the German Public Procurement Ordinance (UVgO)).

Please note that in the event of any parallel applications for participation or bids from affiliated companies, the principles of confidential competition must be observed; proof must be provided-at the latest upon request by the contracting authority-that a strict separation in terms of personnel, organization, and structure was ensured during the preparation of the applications for participation and bid documents (see, e.g., Higher Regional Court of Düsseldorf, Order of April 13, 2011, VII-Verg 4/11; VK Münster, Decision of April 22, 2015 - VK 1-12/15).

Note: If any of the required forms are not submitted in the proper form or by the deadline, this may result in the exclusion of the bid.

Missing or incomplete documents may be requested by the contracting authority; however, bidders cannot rely on such a request being made.
Failure to provide the required documentation by the deadline will result in disqualification.

In accordance with the general principles of equal treatment and transparency, the contracting authority has established the following award criteria:

Other: 70% (Delivery time 20%, SIS100 system: "Multiple type power supply" 10%, Precision Instruments: Development/Manufacturing 20%, Development IFC4, 20% IFC4: Device Properties: Offset, Calibration, Linearity 15%, IFC4: Device Characteristics: Temperature Stability 15%)

GSI/FAIR reserves the right to make a one-off additional request for documents within a period to be specified in the additional request letter in accordance with § 56 VgV.
However, applicants cannot rely on a subsequent request. Ultimately incomplete requests to participate will be excluded (§ 57 Para. 1 No. 2, Para. 3 VgV).
