DEval is looking for an consultant. The consultant will conduct the literature review based on the information in the reconstructed ToC of BMZ"s support for deforestation-free value chains, which will be provided upon contracting.
The literature review should focus on validating intended impact pathways from outcome level to impact level. In addition, the consultant should explore whether other outcome-level results not included in the ToC contribute to impact-level effects. The review should also assess relevant contextual factors that enable or hinder the intended impact pathways and identify any unintended impact-level effects. Where the literature reports differentiated effects for certain (marginalised) groups, or an absence of effects, this should also be documented in the review.
The consultant should review internationally available evidence on the impacts and regardless of the funder. The focus of the review should be on:
1) Scientific literature: the consultant should use a suitable search strategy to identify relevant peer-reviewed scientific literature, including systematic reviews, rapid evidence assessments and individual articles. To reduce risk of bias due to algorithms in generic search engines, the consultant should use scientific data bases for the literature search. To ease the process, relevant evidence gap maps (see 5 Additional Information) can be used.
2) Evaluation reports: this should include evaluation reports from relevant multilateral organisations such as the International Fund for Agricultural Development (IFAD), the United Nations Environment Programme (UNEP), the Food and Agriculture Organisation of the United Nations, international NGOs that receive ODA funding, or other bilateral, especially European, actors that promote deforestation-free value chains.
Before the start of the literature search and data extraction, the consultant will be expected to develop a search strategy that includes, at a minimum:
- clear inclusion and exclusion criteria
- primary search strings
- a mitigation strategy to minimise risk of bias/ensure the quality of the studies included in the review
The search strategy shall be shared with DEval for feedback before commencing the search.
The consultant shall prepare a fully-referenced report that summarizing the literature review findings. The report should provide an assessment of the strength and quality of available evidence for each impact pathway identified.

Umfang der Leistung
In the context of this tender, a qualified external consultant should support the evaluation with his/her professional, methodological, and systematical expertise.
The contractor shall perform the following tasks:
1) Preparation of the review
- review material provided by the evaluation team upon contracting (including reconstructed ToC)
- provide detailed timeplan
- develop a search strategy to identify relevant literature, to be shared with the evaluation team for review
- participate and prepare a kick-off workshop (1,5 hrs) with the evaluation team to finetune the scope and methods of the review. The kick-off workshop can be arranged online.
- incorporate feedback from the evaluation team
2) Conducting the review
- conduct a review of relevant scientific literature and evaluation reports
- assess the quality of evidence
- synthesise available evidence on results pathways from outcome to impact level
3) Report Writing
- provide a report outline and share with DEval for feedback
- develop a report up to 30 pages, plus appendices if applicable, presenting the findings of the review in German or English
- provide references according to the DEval styleguide (to be shared upon contracting)
- allow for up to two feedback loops, incorporate feedback from evaluation team
4) Wrap-Up
- Prepare a wrap up workshop (2 hrs) presenting the main findings of the report to the evaluation team. The wrap-up workshop can take place online.
2.4 Deliverables
- Participation and preparation in kick-off and final workshops, including provision of materials when requested by the DEval team
- Development of a search strategy for review by the evaluation team
- Regular virtual meetings with the evaluation team and updates on project progress (frequency to be jointly determined during the kick-off workshop)
- Draft outline of the report
- Fully referenced final report in German or English of up to 30 pages in length excluding appendices, in Word format (.docx). The exact structure of the report will be determined in consultation with DEval. A draft version shall be submitted for up to two reviews by DEval, provision of a list of included references (following the OECD Style Guide, or DEval Style Guide), Graphic presentation of results through appropriate figures or tables
