This Global Shield Solutions Platform-funded tender package concerns an assignment to assess the feasibility of an open-access national climate and disaster risk data platform for Costa Rica and define its scope, governance and implementation roadmap. The assignment will evaluate relevant data sources and systems, stakeholder needs, institutional, technical and legal barriers, international best practices, potential applications for actuarial modelling and insurance solutions, and the platform"s operational, sustainability, implementation and interoperability requirements.
SUGESE, as beneficiary and contracting authority of the Global Shield Solutions Platform funded Support Programme Costa Rica, hereby invites proposals under an open, single-stage procedure for consulting services comprising a diagnostic study and the development of parametric insurance regulations. The Global Shield Solutions Platform, managed by Frankfurt School of Finance & Management gGmbH, will administer the procurement and process payments on behalf of SUGESE from donor funds; however, the service contract will be concluded with SUGESE, and the selected consultant's services shall be owed exclusively to SUGESE without creating any employment relationship.
As detailed in the tender package, under certain conditions, a request for further explanations, documents and evidence may be made.
The Consultant's Financial Capability Statement shall show a minimum average annual turnover of at least EUR 600,000 for the past three (3) financial years. A lower minimum annual turnover may be acceptable if the Consultants represent exclusively local partners.
Project Experience
The Consultant shall demonstrate relevant past project experience by submitting at least three (3) references for similar assignments completed during the past five (5) years.
References shall be considered similar if they meet the following minimum requirements:- At least one (1) reference shall include contributions to risk assessments and capacity development in the area of climate risk understanding in Costa Rica or other Latin American countries;- The reference(s) shall demonstrate experience in the collection and quality assessment of open-source climate risk data;- The reference(s) shall include the provision of access to, development of, or improvement of local or regional hazard models, exposure data and vulnerability assessments; and- The reference(s) shall include activities comparable in scope, complexity and technical nature to the assignment.
Optional but desirable experience may include:- Prior experience in climate risk analysis and risk modelling.
