Tenderers are requested to prepare and submit a proposal and a test case based on the relevant Statement of Work and the Terms of Contract, containing at least the elements set out in the invitation to tender.

The tenderers calculate the requested prices on the basis of the Service Description and the Terms of Contract and enter these in full in the fields provided in the Price List.

1) Registration with the commercial register (Indication of the HRB/HRA number and the register court). If there is no obligation to register (e.g. due to the legal form), corresponding information must be provided.

2) Registration with a professional or trade register in other EU Member States (For the Member States of the European Union, the respective professional or trade registers are set out in Annex 11 to Directive 2014/24/EU).

Annual turnover in EUR (net), based on the last three completed financial years before the time limit for tenders, for which figures are already available.

Evidence must be provided of the existence of business liability insurance for activities that are the subject of the tendered contract.

Minimum requirement:
The business liability insurance to be proven must include the following minimum coverage:
Personal injury, property damage and financial losses: EUR 500,000 sum insured per claim and limited to EUR 1 million sum insured for all claims in an insurance year

Tenderers have to make proof of suitable references in the form of a self-declaration in a list of the main supplies and services delivered or performed over the last three years before the deadline for submission of tenders. For the purpose of this procurement procedure, a reference is defined as a contractual relationship between the tenderer and a client covering services which are comparable to those subject of the tendered contract. By means of references it has to be made proof of the following:

- Vocational education, upskilling, or workforce training sector: The tenderer must demonstrate its experience with projects in vocational education and training (VET), higher education, or workforce upskilling/reskilling.
- Multi-audience digital marketing/communications campaigns: The tenderer must demonstrate its experience with the creation and implementation of digital marketing and communications campaigns tailored to multiple, distinct audience segments (e.g. B2C, B2B, B2G), with a focus on storytelling and content creation. (minimum requirement: two references)
- Publicly funded programme communications: The tenderer must demonstrate its experience with communications and marketing support for publicly funded programmes with defined compliance and visibility obligations (e.g. EU funds such as Horizon Europe or EIT, other EU/national/regional public funding, or comparable grant-funded initiatives with reporting requirements). (minimum requirement: one reference)
- Performance/paid digital marketing campaign: The tenderer must demonstrate its experience managing paid digital marketing campaigns across platforms such as LinkedIn, Meta, and Google (Search/Display), including lead generation. (minimum requirement: one reference)
- Data-driven analysis and decision-making: The tenderer must demonstrate its experience with projects involving data-driven analysis and decision-making, e.g. campaign performance reporting, KPI tracking, or analytics-informed optimisation. (minimum requirement: one reference)

One reference may cover more than on of the above-mentioned exclusion criteria. Tenderers are requested to adress the above-mentioned criteria in the the description of the respective reference project if these are considered to be met by the tender. EIT RawMaterials reserves the right to contact former clients to verify the given information.

Experience of Proposed Team Members:
Each team member proposed by the tenderer for the roles listed in Section 6.4.2 of the Invitation to Tender must have at least 3 years of relevant professional experience in their respective field (minimum requirements).

Tenderers have to declare which parts of the contract the tenderer intends to subcontract, where such a declaration is already possible.
